Committee backs temporary fix to fill Knox County budget committee vacancies

The State and Local Government Committee voted unanimously on Feb. 4 to advance LD 2158, a bill that would give Knox County commissioners temporary authority to appoint eligible residents to the Knox County Budget Committee when vacancies prevent a quorum.

The committee’s analyst, Kristen, told lawmakers the Knox County Budget Committee consists of nine members under the county charter but currently lacks a quorum and therefore cannot fill its own vacancies or adopt a 2026 budget as required by charter and statute. The bill as printed would permit county commissioners to make appointments in those limited circumstances and included a statutory expiration date of April 1, 2029.

Representative Randall Greenwood moved the committee report 'ought to pass as amended,' proposing a sunset date of Dec. 31, 2028 and the inclusion of an emergency preamble. Representative Wayne Farrin seconded the motion. Clerk Liv recorded the vote: the motion passed unanimously with nine members present and four members absent.

The bill’s analysis appended Title 30‑A provisions and the Knox County charter language showing the quorum rule. The analyst also noted the Office of Fiscal and Program Review’s preliminary fiscal impact statement found no fiscal impact.

Committee members emphasized this as a local remedy to a county governance problem, and Greenwood said the shorter sunset would allow the county to pursue charter changes at a November election if needed. The committee’s action sends the amended bill forward to final drafting and subsequent legislative steps.
