Box Elder council approves minor plat, sanitary agreement and community requests; honors two police officers

The Box Elder City Council on Sept. 2 approved several routine and community-facing items, including a minor plat dividing a parcel into two lots, a sanitary mainline agreement to serve new properties, and a sponsorship/fee-waiver request from the Douglas School District for two upcoming meetings at the Box Elder Community Center.
Council approved a minor plat for Fristby Subdivision Lots 1 and 2 after planner Larry Patton described the two-lot division and staff conditions requiring geotechnical reports and engineered foundation plans prior to construction. The motion to approve the minor plat was made by Davis and seconded by Beauchamp; roll-call voting recorded affirmative responses.
City Engineer Scott Lane presented an agreement enabling a 6-inch mainline in a public easement to serve multiple properties, which the city would maintain; staff recommended approval and council authorized the mayor to sign the sanitary agreement.
Renee Baker, finance officer, presented Douglas School District's request to hold facilities-planning meetings at the Box Elder Community Center on Sept. 10 and Oct. 16; staff recommended waiving facility fees and council approved the sponsorship/donation agreement.
City Clerk Chaz Culpech said leadership has approved adjusted start times for committee meetings beginning Oct. 7: Finance/Legal/Public Safety at 6:00 p.m. and Public Works/Planning & Zoning at 6:30 p.m.
Chief Connell of the Box Elder Police Department recognized Officer Joe Young, a traffic specialist and the local American Legion Post 315’s Officer of the Year, and Officer Rogelio Aldana, who was selected to attend an international policing exchange/police college program. On Officer Young, Chief Connell said he has been "with the department now for nearly 3 years" and praised his traffic and DUI enforcement work; on Aldana, Connell noted Aldana was one of a small number selected from many countries and is scheduled to depart the next day.
The meeting also included committee reports and other routine business before the council moved to executive session later in the evening.
