The Box Elder City Council voted to reject all bids for Phase 2 of the Cheyenne Westgate (Cheyenne Boulevard) sewer construction project, a move council members said was necessary after the bid opening on July 8, 2025.
Councilmember Davis moved to reject all bids for the Phase 2 rebid; Schubert seconded the motion. After brief legal and staff clarification on the effect of rejecting bids, the council conducted a roll-call vote; council members voted affirmatively and the motion passed.
A city attorney participating in the meeting told council members that rejecting Phase 2 bids "doesn't have any impact on the agreement entered in between the city and mainline contracting for phase 1 of that project," stressing that the Phase 1 contract remains in place.
The vote was recorded on the roll call with members responding "Aye"; no 'No' votes were recorded on the meeting transcript. The council did not record an amendment to the motion; the motion’s effect is to send the Phase 2 work back to rebid under the procurement process.
Next steps noted in the meeting: staff will proceed with rebidding Phase 2 of the project; no specific rebid timeline was given during the meeting.
The motion passed during the Sept. 2 council meeting; council adjourned later that evening.
