Architect presents $15.65M concept for new Box Elder police facility; council discusses South site

Donovan Broberg of Park International presented a conceptual design for a new Box Elder police facility during the council meeting on Aug. 19, describing a two‑level scheme that separates secure operations on a lower level from public and administrative functions on an upper level.

Broberg said the lower level would provide secure valet‑style parking for patrol vehicles, secure booking and holding cells (segregated for male, female and juvenile detainees), evidence storage, locker rooms and K‑9 facilities. The upper level would host the public front counter, administration, investigations and training rooms with rooftop expansion areas for future growth.

Broberg told the council the team evaluated two potential sites and recommended moving forward with what the presentation called the 'South site' because it allows secure operations to be segregated from a high‑visibility public interface near Patriot Drive and the school. He said a two‑level design also offered circulation advantages given roughly 20 feet of grade change across the site.

The presentation included a conservative, itemized cost projection. "Total building construction costs right now are sitting at a little bit over $15,000,000," Broberg said, adding furniture, fixtures and equipment bring the total to about $15,650,000. He emphasized the figure is an early estimate and that value‑engineering opportunities remain as the project advances.

Councilors asked about the number of secure parking spaces, remaining developable land and the possibility of co‑locating an ambulance or fire functions; Broberg said those uses would require separate project scoping and likely additional review. No funding decision was made at the meeting; the presentation was received as an informational step in a continuing facilities planning process.
