City Administrator Doug Curry explained the city does not have jurisdiction over land outside its boundaries but can take a formal position and deliver that position to the county as part of the county's conditional-use permitting process. The resolution formalizes the council's resistance to the project and will be forwarded to county decision-makers.
Councilmember Knight moved and Beauchamp seconded the motion to adopt the resolution; the roll call was unanimous.
The resolution does not change county permitting authority, but it creates a formal record of the city's concerns that county staff and decision-makers may consider during their review.
