Box Elder advances tree-management ordinance on first reading

The Box Elder City Council advanced an ordinance amending parts of the municipal code that govern tree management on its first reading April 15.
Bruce Martin, the city’s Public Works Director, told the council the proposed changes align the municipal code with the city’s 2024 tree-planting plan. "The majority of the changes are to just align the, city ordinance language with the the new tree planting plan," Martin said. He added the revisions add species lists, a section for specialty trees and clarifying language on tree spacing and related standards. Martin said the detailed redline was included in the council packet and he would answer questions from members.
Councilmember Davis moved to approve ordinance number 761 on first reading; the motion was seconded by Councilmember Knight and passed on roll call with all members recorded voting "aye." The matter will come back for subsequent readings and final adoption.
The change is intended to implement the priorities of the city’s tree-planting plan and provide clearer, enforceable code language for tree planting, spacing and species selection. Staff said the revisions are largely technical and intended to reflect the standards the parks board recommended and that council adopted earlier this year.
Next steps: staff will prepare materials for the ordinance second reading and final adoption.
