Box Elder finance officer reports $2.1 million in February revenue, ARPA draw for Highway 1416 project

At the April 11 meeting of the Box Elder City Council, Finance Officer Renee Baker summarized February 2025 finances and outlined recent capital and operating payments.
Baker told the council the city saw $2,100,000 in revenues in February and $2,088,087 in expenses. She said the city implemented a surcharge for the Highway 1416 sewer upsizing (phase 1) that began appearing in February billing and that the first draw from city ARPA funds for the Highway 1416 project was about $1,800,000. Baker also noted a $424,000 payout from bid funds for a parking lot project and that payments on recently purchased generators were largely FEMA-funded.
When a councilmember asked about an apparent rise in sewer operations and maintenance from $34,000 last year to $87,000 this year, staff said the higher figure included a payment for a SCADA improvement project at the treatment plant and offered to provide invoice breakdowns for council review.
Baker said staff will begin breaking out property-tax receipts by Pennington and Meade counties in future reports and that sales tax collections were up compared with the previous period in 2024.
What happens next: Finance staff will provide invoice breakdowns for the sewer O&M questions and continue reporting project draws and funding sources as the Highway 1416 work proceeds.
