Box Elder council approves Marshall Day resiliency review and multiple event vendor contracts

The Box Elder City Council approved a slate of professional services agreements and contract amendments covering a military resiliency review and vendors for 2025 city events.
Scott Lang, city engineer, said the Marshall Day contract is funded through an OELDCC grant and was selected after an RFP and interviews that included base representatives because the city borders a military installation. “Marshall Day was the best fit,” Lang said. The council approved the professional services agreement with Marshall Day LLC for $224,957.14 and authorized the mayor to sign.
Economic and community development director Sean Overeinder presented an amendment to the Placer Labs (placer.ai) contract to extend services to Jan. 3, 2026 with the additional month provided at no cost; he said a renewal in January 2026 would include a cost increase of $850. Council approved the amendment.
Council also approved smaller vendor agreements for city events: Colt 45 Entertainment for music/DJ services at three events for $1,500; Sweet Fluff Cotton Candy for four events for $2,700; and Pixie Dust Party Company for face painting at the Box Elder Ball for $437.04. Staff told the council these vendors have been used before and staff has been satisfied with their service.
All of the listed professional services agreements and amendments were approved by roll call vote.
