Box Elder council updates master fee schedule and temporarily waives $15 utility late fee for March

The Box Elder City Council on March 4 approved updates to the city’s master fee schedule and adopted a temporary waiver of the $15 late fee for delinquent utility bills during the city’s Tyler payment software migration.

Renee Baker, interim finance officer, told council that Tyler Payments will assume credit card processing from the city’s prior provider and that the master fee schedule needs amending to reflect fee handling under the new system. Baker also said the migration (March 6–18) will temporarily prevent taking credit card payments on utility accounts and recommended waiving the $15 late fee for the March payment cycle so customers are not penalized. As Baker put it, staff expects to be “unable to take credit card payments on utility payment on utility accounts” during the migration period.

Council voted unanimously to approve the ordinance on first reading updating the master fee schedule and to adopt Resolution 25-14 temporarily waiving the late fee for the March cycle. Baker noted the finance team will continue taking other city charges by card and that staff will provide invoice-level detail electronically rather than delivering paper boxes of invoices.

The waiver applies only to the March payment cycle tied to the migration window; council records indicate the waiver was intended to prevent customer hardship stemming from temporary payment-channel limitations. The ordinance amending the fee schedule passed on its first reading and may require subsequent readings or administrative steps under local code.
