Woods County commissioners proclaim two recognition weeks, appoint John Smiley and approve routine business

WOODS COUNTY, Okla. — The Woods County Commissioners on Feb. 2 read proclamations honoring local rodeo and pageant titleholders and declared Feb. 9–13 as Farm Bureau Week, approved a local board appointment and completed routine county business.
Chairman Damian Starks read a proclamation recognizing area champions — naming Carrie Nixon, Eva Munsell, Jacob (surname appears as Butler/Elmer in the record), Laura Heaton, Taylor Munson and Michelle Mackey — and declared the week of Feb. 2, 2026, as Champions Week in Woods County. "Now therefore, I, Damian Starks, Woods County Chairman," he said as part of the proclamation, commending the honorees for their achievements.
The board also read and moved to approve a proclamation recognizing the Woods County Farm Bureau for its service to local farmers and ranchers since 1946 and declaring Feb. 9–13, 2026, Farm Bureau Week. A commissioner moved to approve the Farm Bureau proclamation and a second was recorded; the board proceeded with approval actions and recorded ayes.
On appointments and administrative items, commissioners moved to appoint John Smiley to the HOTA board; the motion was seconded and the board recorded its approval. The meeting record shows motions and seconders for routine business, including approval of monthly reports for county offices, a resolution to surplus specified assessor equipment (inventory IDs H250-09, H250-20, H250-21, H251-04, H254-17) and action to approve purchase orders. In each case the board recorded affirmative votes and moved on to the next item.
During the public portion of the agenda, several guests recognized by proclamation spoke about their rodeo and pageant careers, describing the travel and preparation behind championship performances. One honoree explained qualification rules and said competitors must attend at least 25 rodeos to qualify for national events and that the season’s ranking is determined by money won.
The board noted that several family members of the honorees were present and invited the public to view a lobby display of saddles and buckles running through Thursday evening. After completing listed agenda items the commissioners approved purchase orders, moved to adjourn and ended the meeting.
