The City Council authorized the appropriation of opioid settlement funds on Jan. 20 after a brief staff presentation explaining the two multistate settlement streams and allowable uses.
Neighborhood Improvement Manager Nate Robbins summarized that Costa Mesa’s combined allocation from the 2021 and 2022 national settlements is approximately $4.62 million over 15 years. Under settlement terms, 85% of those funds must be spent on opioid remediation (treatment infrastructure, services for populations disproportionately affected by opioid use disorder, warm‑handoff programs, housing and recovery services, prevention programs) and 15% are reserved for legal fee obligations.
Staff recommended appropriating both already‑received funds and future expected payments to subsidize eligible expenses including legal fees and services for people experiencing homelessness. The council approved the appropriation unanimously.
