The Planning Commission received and filed a six‑month compliance review for the retail cannabis storefront "420 Flower Factory" at 2332 Newport Boulevard at the Jan. 26 meeting after staff reported compliance with site conditions and no neighborhood compatibility concerns.
Assistant planner Jeffrey Armando said staff visited the site, observed that the rear vehicle gate remained closed and locked as required, noted an on‑site parking attendant monitoring exterior operations, and found no parking shortages. The Costa Mesa Police Department log showed no substantial calls for service tied to the property between the business permit issuance in April 2025 and the review period, apart from an audible alarm event that the business remediated. No code enforcement cases were opened during the review window.
Christopher Glue, who said he represents Flower Factory, attended the hearing and declined to dispute staff's findings. Commissioners debated the efficacy of routine six‑month reviews as a tool for oversight, with Vice Chair Zick questioning whether such periodic reviews achieve meaningful outcomes.
Commissioner Martinez moved to receive and file the report; the motion carried 6‑0.
