Selectboard adopts class‑6 road rule; discusses beaver policy, approves Putney Road tree removals and library alternate

The Bow selectboard made several administrative and land‑management decisions at its Sept. 9 meeting, including adopting a new requirement for work on class‑6 roads, advancing a beaver‑management proposal for further edits, approving the removal of dead trees on a scenic road and appointing a library alternate.
The board inserted new language into the Streets and Sidewalks chapter requiring express permission from the selectboard before construction, excavation or maintenance work may be conducted on a class‑6 road unless performed by the Department of Public Works. Selectmen discussed consulting planning, conservation and other advisory boards as appropriate and approved the insertion by motion and voice vote.
On beaver management, a subcommittee member said the group did not finish a formal policy and recommended expanding an existing trail‑work request form to cover beaver activities, clarifying responsibilities (DPW, conservation, selectboard), and adding seasonal constraints to protect wildlife. The selectboard agreed further edits are needed and did not adopt a finished policy at the meeting.
The board approved a DPW request to remove 13 dead trees on Putney Road, a designated scenic road. Members said DPW had marked the trees and that staff was confident the trees were dead; the motion to allow cutting passed by voice vote.
On appointments, the board appointed Margaret Burns as an alternate to the Baker Free Library board after receiving a request from library chair Bob Arnold; members amended the motion to remove a specific term length pending legal confirmation under state statute and then approved the amended motion.
Separately, staff updated the board that Hooksett has expressed interest in negotiating terms for a municipal water interconnection. The board designated Miss Colby as its representative and Brennan as alternate to work with staff and engineers on the interconnection discussions.
Board members also reviewed committee reports, the CIP schedule and reminders about upcoming public hearings and community events. The meeting concluded with a motion to enter nonpublic session under RSA 91‑A:3 II(a).
