Bow selectboard adopts updated human services guidelines based on Concord model

The Bow selectboard voted Sept. 9 to adopt updated human services guidelines that town staff said align with the City of Concord’s current policy.
Melissa Valance, introduced as the Town of Bow human services director, told the board she reviewed Concord’s 2015 update and that the documents largely match. Deb Borbeau, identified as Bow’s previous human services director, described the revision as a readoption and said Concord would notify Bow if Concord’s policy changes so Bow can update its version in turn.
Board members asked whether statutory or RSA changes required further edits; Valance said she was not aware of any statute changes that would affect the document and that Concord had not identified any either. The board voted to adopt the guidelines by motion and voice vote.
Valance said the detailed intake packet will remain available in‑person at the human services office because the application packet is lengthy and frequently updated; staff recommended against posting the full packet online because some residents lack printing access.
The new guidelines will be posted under the town human services division page and implemented by Valance’s office. The board thanked Valance and Borbeau for their preparation and years of service.
