• Fire department incentive pay (New Business Item 2) — Approved. Council adopted the revised incentive‑pay schedule (Plan A) streamlining certification incentives and increasing paramedic incentives; staff will monitor payouts and report back.
• JAG grant application (New Business Item 3) — Approved. Council authorized staff to apply for a no‑match Byrne JAG federal grant (FY27) to fund police laptops, mobile data terminals and vehicle purchases; grant is no‑match per staff discussion.
• Authorization to negotiate sale of 2022 Pierce aerial apparatus (New Business Item 4) — Approved (negotiation only). Council authorized the mayor, assisted by the fire chief, to enter negotiations to sell the 2022 Pierce aerial truck and directed staff to return with negotiated offers, replacement options and financing plans before any final sale. An amendment set a minimum floor price for negotiations that was accepted in the motion.
• Budget management ordinance (New Business Item 5) — Pulled for later consideration. The mayor requested the item be pulled for further review; council discussion resulted in the item being pulled and placed to be prioritized on the next regular agenda or for a special meeting.
