Councilor Kelser Duran moved to call for reconsideration of the prior authorization vote, noting concern that the prior minutes read as if the council "unanimously" supported a policy view. City legal staff reviewed council rules and confirmed a motion to reconsider may be made and that regional submittal is required under state administrative rules. After reconsideration, the council replaced the word "authorize" with "acknowledge" in the motion on the table; the amended motion — that the council acknowledge staff will submit the Salem‑Keizer Regional Scenario Plan to DLCD as required by CFEC rules — passed unanimously.
Staff clarified submittal is coordinated across jurisdictions and that Marion County and the City of Salem are also involved; Salem staff will transmit the joint plan and Keizer staff concurrence would be included. Councilors stressed this was an administrative acknowledgement rather than an endorsement of the content and asked staff to continue working with Marion County and Salem.
