Keizer — To ease a reported burden on small vendors and nonprofit event partners, the Keizer City Council adopted a package of insurance, event‑center policy and ordinance changes Feb. 2 that lower the city’s insurance thresholds for contractors and vendors to the municipal tort‑claim limits used statewide.
City staff and the city attorney said the council had previously raised vendor insurance requirements to $2 million per claim two years ago. Staff reported vendor attrition following the increase: three vendors declined to stay on the city’s vendor list, and others indicated the higher premiums were prohibitive. The city’s risk manager confirmed the city is sufficiently protected under tort‑claim limits and that Community‑based Insurance Services (CIS) colleagues said maintaining limits at the tort‑claim amounts is acceptable.
Council voted to adopt a resolution establishing insurance requirements that align with the jurisdiction’s tort‑claim limits, and then adopted related resolutions and ordinances amending Event Center use policies, Park regulations and parade/special‑event rules to ensure administrative consistency. Councilors praised staff for analyzing vendor impacts and recommended continuing outreach to vendors about the $600 nonprofit option for qualifying organizations.
