County council approves wetlands-credit sale, small planning change order, deed conveyance and other consent items; executive session yielded no action

Richland County Council approved several administrative and budget-related items on Feb. 3, including a wetlands-credit sale, a small contract change order for planning services, a deed conveyance first reading and multiple consent items.
Administrator Brown presented a request to approve Calhoun County’s purchase of 1.3 wetland mitigation credits for I‑26 Industrial Park roadway improvements. Staff said the mitigation-credit sale would generate $26,000 in proceeds, with $24,440 returning to the Penny program and $1,560 paid to Eco Capital for management fees. Council approved the sale and later voted against reconsideration of that approval.
Brown also requested a change order increasing the Keland Planning contract by $14,975 to extend the Reimagine Richland website, update land-use maps and continue team coordination tied to the comprehensive plan; council approved the change order and did not sustain a motion to reconsider.
On first reading, the council authorized conveyance of a portion of 401 Powell Road (TMS R14500-03-03) to Gateway Development Company. Council approved multiple other consent and "other" items (agenda items 13 and 17 series) by roll-call votes.
Council convened in executive session to discuss two previously announced legal matters under state code; when the council returned, the record showed no action was taken during executive session. The meeting adjourned after routine closing motions.
