Delegate Fair said the pilot would tie onto a preexisting program piloted in Montgomery and Prince George's counties and asked the delegation for local courtesy so the city could pursue it.
Some delegates urged caution. Senator Fulton and others said the legislation should remain city-specific, not countywide, and raised concerns about limiting safety measures such as jake brakes used by heavy trucks. The sponsor and supporters said the intent is a city-only approach; the delegation agreed to consider the local courtesy request and to continue discussion.
