Board approves consent agenda unanimously; meeting recessed to closed session

Later in the meeting the board noted no one was signed up for general public comment and recessed into a closed session for item 11; staff said public comment would be taken after the closed session concluded. The board combined items 6 and 10 earlier to present recognitions together.
