Delegation compiles local budget requests and approves an Orphans' Court salary bill draft (HB713) for consideration
Summary
The delegation reviewed local funding requests (VFW Port Deposit, Voices of Hope, Plumpton Park Zoo, CHEP veteran housing, Donaldson Brown Center) and discussed HB713, an already-filed bill to raise Orphans' Court judges' salaries with language allowing counties to adjust rates locally without returning to the General Assembly.

The delegation reviewed a slate of local budget requests and discussed process and district locations for each submission. Chair said staff will prepare short narratives for every request, share them with the delegation, and prioritize items for inclusion in the state budget; the solicitation window remains open for about two more weeks.
Noted funding requests included the VFW post in Port Deposit (District 35), Voices of Hope (District 36), the town hall in Charlestown (District 35), Plumpton Park Zoo in Rising Sun, CHEP veteran housing in Elkton, and the Donaldson Brown Center near Perryville. Chair said the goal is a geographically balanced slate and that some requests are recurring from prior years.
Separately, Chair described HB713, a salary-increase bill for Orphans' Court judges that has been dropped and includes a clause allowing counties to increase that rate locally without returning to the General Assembly (language modeled after prior sheriff-salary provisions). Speakers expressed appreciation that HB713 does not deviate from the county's request. No votes were taken at the meeting; staff will continue to solicit requests and prepare narratives for prioritization.
