The commission also approved Municipal Order 3-2026 to authorize execution of a real estate purchase agreement for a 0.093‑acre parcel at 2745 West Parrish Avenue for $25,000. City staff explained the parcel acquisition will allow the city to add an additional southbound lane on Carter Road immediately north of Parrish to improve capacity ahead of the new Publix opening. Staff stated design is essentially finished, that utility relocations by OMU are expected soon, and construction is targeted to be completed before the Publix opens.
Both municipal orders were approved by voice vote. The municipal order authorizing the grant application requires final execution of grant documents if the award is made; the parcel purchase will be followed by additional related transactions and construction contracting.
