Owensboro proclaims Feb. 11 '2-1-1 Day'; United Way previews impact funding and PSA

Mayor Thomas Hart Watson read a proclamation recognizing Feb. 11, 2026, as 2-1-1 Day in Owensboro and invited United Way of the Ohio Valley to accept the proclamation and present a public service announcement. Paula Uvincini, president and CEO of United Way of the Ohio Valley, thanked the commission and said the organization is "very blessed" to partner with the city and that it will announce its next round of impact funding next week.
Uvincini explained that 2-1-1 is a free, confidential 24/7 service that connects people to housing, utility assistance, food, mental health care, disaster recovery and transportation resources. Local speakers gave examples of the service in use: Sharon Walker, president of the McLean County Chamber of Commerce, described 2-1-1 as a go‑to resource during a severe flood where large portions of the county were displaced; a family resource coordinator for Davis County Schools recounted directing a single mother to 2-1-1 when rent assistance was unavailable through other state grants.
Commissioners thanked United Way and invited representatives forward for a photo opportunity. The proclamation and the PSA were presented; the commission did not take formal legislative action beyond issuing the proclamation.
