Chief Minor also described enforcement options for short-term lodging, including requiring owners or their agents to respond to violations within two hours and considering a mandatory one‑strike revocation for certain offenses. To improve operational efficiency during busy holiday weekends, the department is exploring a mobile booking station near the Peninsula and expedited medical clearance procedures with Hoag Hospital.
Councilmembers voiced strong support. "I am extremely supportive of all these proposed changes for the summer holidays and spring break, including the expansion of the safety enhancement zone and the one‑strike rule," Mayor Kleinman said. Several councilmembers urged staff to pursue ordinance or resolution options now to be ready for upcoming spring-break weeks.
Residents at public comment credited new technology investments such as FLOC cameras and drone partnerships and urged ongoing enforcement to protect neighborhood quality of life.
Next steps: Staff will return with ordinance language, operational plans for mobile booking and mutual-aid arrangements, and cost estimates for proposed program changes.
