The Clinton County Drainage Board voted to reduce a 75-foot right-of-way to 50 feet for a property in the Prairie Creek watershed, a change intended to balance maintenance access with the petitioner’s plan to split the parcel and construct a dwelling.
Petitioner Tyler Hancock told the board he plans to split the property and build a “barndominium” and other structures, and requested a narrower right-of-way — ideally 25 feet — to maximize usable area. Board staff said 25 feet has been permitted elsewhere in the past but recommended retaining a 50-foot right-of-way because a pond on the east side limits maintenance access; the board approved the 50-foot ROW amendment and noted the petitioner may return if additional space is needed for wells, septic systems or other site-specific features.
Board members discussed septic and well placement and reaffirmed that county oversight and permits will be required for fencing or other encroachments within any right-of-way.
The motion to amend the right-of-way from 75 to 50 feet was seconded and recorded as passing 3-0.
