Clinton County drainage board approves Kirkland liquor store drainage plan

The Clinton County Drainage Board voted to approve a drainage plan for a proposed liquor store at 116 South Main Street in Kirkland, after staff and the project team presented a detention solution that exceeds the minimum storage requirement.
Brian Beck of Elevation Construction told the board the project team sought to tie storm drainage into a nearby NDOT structure at the southeast corner of Monroe and Michigan Road (US 421) but NDOT would not allow a connection because the state-owned structure is in poor condition. Beck said the development team’s alternative is an on-site detention feature — a long dry well in a landscape bed — to manage stormwater for the new store.
Dan (staff), the board’s engineer on the item, recommended approval. He said the proposed detention footprint is about 470 square feet; calculations showed a required storage volume of 89 cubic feet and the plan provides about 188 cubic feet, “way better storage than was ever there before.” The board voted to approve the plan 3-0.
The board and developers discussed right-of-way questions and coordination with the town of Kirkland on nearby storm structures and potential off-site outlets. Beck said other permitting and plan elements were complete and the team was ready to start construction once drainage approvals were finalized.
The board recorded the approval and staff indicated applicants may pick up signed documents in the drainage office after the meeting. No appeal or follow-up conditions were recorded at the time of the vote.
