Human Resources Director Shanda Johnson and staff described the proposal as a pilot to fund paid internships across multiple departments to strengthen rural recruitment and workforce pipelines. The presentation said paid internships — even modest stipends such as $125 weekly — make county placements competitive with metro employers and help prospective interns who otherwise could not participate.
Staff and commissioners discussed program scope and structure: candidates could include community college and university students as well as selected high‑school seniors, but commissioners emphasized that the pilot must be well structured with clear deliverables, supervision and leadership training. The grant deadline required prompt action; staff said the application was about 99% ready and due on Jan. 15.
The board voted to authorize the grant submission, support an $8,333 local match and permit the county manager to execute necessary documents. Commissioners described the project as a pilot intended to test feasibility and would assess continuation and funding in later budget cycles.
