Community Corrections warns of $700,000 shortfall; council hears urgent plea to fund benefits

Bill Watson, director of court services, presented an urgent funding update for Vigo County Community Corrections, saying the program’s user-fee fund can no longer sustain benefits and operations after recent state funding cuts and a sharp rise in health-insurance costs.

Watson said the fund historically paid benefits and operated residential and electronic-monitoring programs but is now falling short. He reported that a recent fee increase raised receipts by about 40%, but that the fund still faces an estimated shortfall of roughly $700,000 to carry operations through the end of the year. Watson described immediate operational consequences if funds are not provided, including the likely closure of treatment programs and rapid increases in local jail populations as defendants have fewer alternative placements.

Council members pressed for projections and longer-term solutions; Watson offered to provide financial projections tied to health-insurance and program costs and said Medicaid/Medicare billing revenue is too early to estimate reliably. Members discussed potential near-term options, including a mid-year appropriation and budget-committee review. Several council members emphasized the public-safety and fiscal cost of closing the residential treatment center, noting the potential expense of adding jail capacity if programs end.

No final appropriation vote was recorded at the meeting, but council leadership asked staff and Watson to prepare projections and explore options with the budget committee.
