Carroll County commissioners approve right‑of‑way abandonment, land sale, ACCG intern grant and $3.47M recreation lighting contract

After public comment the Carroll County Board of Commissioners moved through the business agenda and approved several items by unanimous voice vote.

Public Works Director Danny Yates introduced a public hearing and recap of a request to abandon a small stretch of Woodland Drive right‑of‑way that connects to Parkwood Circle. With no speakers opposing the abandonment the board approved the request after a motion and second (vote recorded 7–0).

The board also approved the sale of a narrow strip of land on Mill Street in Bowden (an item discussed at the prior work session). Commissioner Bailey moved to approve the sale and the motion carried (vote recorded 7–0).

Item 11.3 was postponed to a future meeting. The board approved an ACCG summer intern grant for the county IT department (motion, second; vote recorded 7–0). The chair noted the county has used ACCG interns in prior years.

On a separate procurement matter, Recreation Director Thad Fergus presented an RFP recommendation for outdoor lighting and electrical renovations at the recreation complex. The project committee recommended J & R Construction; Leon Joyner of J & R and representatives including Steve Baird and Matt Bristol answered commissioners’ questions. The recommended contract price was $3,467,357, which includes replacement of five light poles (Carroll County is responsible for one pole). Commissioners asked that legal counsel review the contract before signing and were told Public Works and Community Development will provide oversight during construction. After a motion and second the board approved the contract (vote recorded 7–0).

The meeting concluded with a motion to adjourn, which was approved (vote recorded 7–0).
