Jesse Meador, executive director of Mount Jubilee Ministries, told the Reidsville Planning Board the nonprofit seeks to develop an approximately 11.66-acre parcel (Rockingham County parcel 186630) as a mixed-use community offering residential and day-program services for adults with intellectual and developmental disabilities.
"We would aim to serve 60 to 70 folks at the residential community," Meador said, describing a model of small residential homes and a multi-use building that could include meeting spaces and a retail component to integrate residents with the broader community. Meador said Mount Jubilee currently operates day programs and summer camp and is expanding into residential services.
Planning staff explained the request is a limited-use conditional rezoning to Highway Business with a list of prohibited uses; staff said the parcel lies in the Jordan Lake and Troublesome Creek watersheds and that state watershed rules (a 24% built-upon-area limit in the Troublesome Creek portion) will constrain impervious area. Staff recommended approval based on consistency with local land development goals for economic development and expanded housing options.
Supporters from the community spoke in favor of the application, including Cecil Cottrell, who recounted long-standing volunteer involvement with Camp Jubilee and endorsed the residential vision. The applicant said they held a neighborhood meeting with positive feedback and that initial outreach invited about 85 neighbors; planners said about 20 people attended the neighborhood meeting.
Planning Board member motions recommended the rezoning. The board voted to recommend approval of the conditional rezoning application to city council, citing reasonableness and consistency statements in the agenda packet.
