Commissioners approve move to pursue historic designation for Clinton County Fairgrounds Administration Building

A volunteer-led effort to list the Clinton County Fairgrounds Administration Building on the state historic register advanced after commissioners granted permission to continue the application process on Feb. 3.
Skip Davis, who is working with the Clinton County Fairgrounds History Project, told the board the Administration Building dates to 1909 and is constructed from the same brick used at the Indianapolis Motor Speedway. He said Indiana Landmarks and a heritage specialist had reviewed preliminary materials and the application was preapproved for submission to the Indiana Department of Natural Resources for formal review.
"This is something that could potentially bring visitors to Clinton County because we would be on the national historic record," Davis said, describing the likely boundary for the designation along Jackson Street and Fairgrounds Street and noting some remaining tasks: final drawings, contractor assessments, and completion of required paperwork.
Davis explained the DNR process: staff review, correction cycle if the packet is red-flagged, formal submission and then a 30-day public comment period before a final decision. Commissioners asked clarifying questions about next steps and boundary markers.
Commissioner (unnamed) moved to authorize Davis to proceed with the historic-designation application; another commissioner seconded and the motion carried 3–0.
Next steps Davis described for the project include finalizing drawings and cost estimates, submitting the packet to state reviewers, and responding to any DNR comments during the public-notice period.
