Council reappoints Todd Lieberg and accepts Parks Commission annual report

The Tracy City Council voted to appoint Todd Lieberg to a vacancy on the Parks and Community Services Commission and accepted the commission’s fiscal year 2024–25 annual report.
Council members moved and seconded to suspend the standard public-interview process because the city received a single application for the vacancy. Staff confirmed the recruitment was open from Nov. 20 to Dec. 11, 2025 and that the lone applicant was Lieberg, who previously served on the commission. Lieberg addressed the council briefly in support of his reappointment.
After roll-call votes the council confirmed the appointment. "Congratulations, commissioner Lieberg," the mayor said after the vote.
Staff presented the Parks and Community Services Commission’s report. Bridal McDonald, who pinch-hit for the commission vice chair, highlighted two concept approvals for neighborhood parks in Tracy Hills (Village 15 and Village 16), and said the commission provided significant input to the downtown vision plan (tentatively called Grand Park in the Western Bowtie). McDonald also noted the BMX pump track is under construction and slated to open in spring, and that the commission supported outreach for a proposed aquatic center via a two-person subcommittee.
The commission also advised on the sports-field handbook, CDBG application prioritization used to support local nonprofits, facility reservation handbook updates, tournament allocation, and senior programming priorities including pickleball courts and transportation access. Councilmember thanked staff and the commission for their work and moved to accept the report; the motion passed by roll call.
What’s next: staff said they will continue collaboration between the council and commission on strategic priorities, community outreach on the aquatic center design, and management of the BMX and park projects.
