Council told ECOC is operational; PSST will shift to general fund when projects are complete

City staff reviewed the history and current status of the Public Safety Sales Tax (PSST) and the Emergency Communications and Operations Center at the April 15 study session.
Miss Kim summarized PSST uses since 2008 and its 2014 extension: personnel, vehicle and equipment programs, a radio system replacement and the ECOC. She said the ECOC "substantially complete" and that multi-agency response to a recent windstorm demonstrated the facilitys operational value. Kim also said the radio system and ECOC bond will be paid off in fiscal year 2027 at roughly $3,000,000 per year, after which PSST revenues and related expenses will move to the general fund.
An unidentified speaker estimated the cost to relocate Fire Station 5 at roughly $5 million to $7 million and said design criteria (including potential bunk-room layouts) will be refined before an RFP. Kim confirmed one remaining critical capital need in the PSST program is the Station 5 relocation and that PSST required a subsidy in FY25 of about $2.6 million with a projected $482,000 subsidy in FY26.
The council discussion emphasized making final design decisions and ensuring funding is available before seeking bids; staff said some costs were covered previously with ARPA dollars and that remaining costs will be planned in capital budgets.
No formal action or vote occurred during the presentation; staff will return with details as design and budget planning continue.
