The Carmel Plan Commission on Feb. 3 approved an amendment to the Clay Terrace Planned Unit Development to allow the redesign of a vacated restaurant at 14599 Clay Terrace Boulevard into two restaurant tenants, Shake Shack and Cava.
The application (Docket PZ-2025-00263), filed by Jim Brennan of Hines, was presented by Brennan and architect Dave Rausch of Lumenat Architects. Brennan said Hines is the new owner of Clay Terrace and has signed leases with Shake Shack and Cava to take the former Red Robin space; the team asked for design approval to renovate both the building interior and exterior and activate patios and new entrances.
