Charles Ganzello of T&M Associates told the Facilities & Operations Committee that T&M inspected playgrounds at 13 elementary schools and compiled safety, ADA and stormwater observations into a district priority matrix that feeds the 10‑year capital plan.
"These are rough estimates at this time as these reports are primarily for inventory analysis of the existing conditions," Ganzello said, explaining the schematic pricing and noting that IPS (a playground‑safety subconsultant) performed equipment‑level inspections and ratings.
Mr. Schneider said he compiled the individual school estimates into a quick spreadsheet that shows total schematic costs across all reviewed sites of about $4,800,000; that total does not include manufacturer‑specific replacement parts or proprietary components that may require separate quotes. Schneider said the facilities team will create work orders for immediate safety items (for example, adding mulch where surfacing has compacted) and then meet with school administration and district cabinet to set priorities and capital allocation timelines.
The committee discussed variances among "sister" schools and why pricing differs: staff said Walton Farm, Gwynedd Square and Bridal Path have received differing playground installations over the years, which explains price variation. Schneider pointed to Gwen Nor's playground surfacing escalated estimate of $359,900 in the capital plan as an example of surfacing cost estimates for the 2025–2030 planning period.
Next steps: staff will dissect each school's report to separate in‑house repairs from contracted work, request manufacturer quotes for specific replacement parts where necessary, and return with priority recommendations to be incorporated into the rolling capital plan.
