City board approves rear‑patio expansion and screening for local restaurant

Staff said portable toilets would not require UIDRB approval because they are temporary and used only for larger special events.
The applicant (identified in the record as the person presenting exhibits) told the board the mesh screening is durable and attached with heavy‑duty ties so it does not tear; the applicant also said the planters hang on the inside of the fence and are mounted to brackets that do not require drilling into the fence. "The mesh is pretty high quality stuff; it stretches and we've had that on the chain link for about three years," the applicant said.
Board members asked about attachment methods, durability and the temporary use of portable restrooms at high‑traffic events; staff confirmed that Building and Zoning will access the COA once uploaded to Accela. A motion to approve the application (moved by Miss Goseman; seconded by Mr. Reeds) was called and recorded as carried by the board.
The approval includes the screening material and landscaping shown in the submission; staff noted that final certificates will be delivered via phone and the Accela upload once IT systems are restored.
