San Fernando — City staff detailed plans to retrofit five problematic trash enclosures in the downtown mall area with metal doors, roofing and meshing to improve sanitation, reduce illegal dumping and improve aesthetics.
Public Works staff showed photos of two enclosures in Alley 1 and three in Alley 2 behind downtown merchants and described a retrofit approach that would keep some existing walls while adding metal doors, roof structures and mesh to prevent animal and human access. Staff proposed restricting access to businesses with active accounts through Republic Services.
"There are about 10 trash enclosures throughout the city, but we're specifically focusing on 5 spread between these 2 alleyways," the presentation noted, explaining the retrofit approach and a rough cost estimate. Staff said they would return in January with procurement options and design variations and estimated fabrication and installation could take about six months, with a project closeout around August–September 2025.
Councilors supported the concept but stressed durable, low-maintenance materials and a cohesive aesthetic that could relate to the city’s downtown design direction. Vice mayor Mary Mendoza asked that final options consider durability and merchant input; staff said they will work with the Downtown Mall Association on design and procurement.
Next steps: staff will return in January with design options and procurement recommendations and, if directed, present a purchase order for fabrication and installation.
