Developers present 1050 West annexation concept; council gives feedback on parks, access and housing mix

Developers with Clyde Capital and design consultants from Design Workshop presented a concept plan Jan. 20 for a potential annexation east of 1050 West and west of I‑15, an area the team described as roughly 99.6 acres and part of the station‑area discussion.
Chris Geddes of Design Workshop said the site is strategically positioned as a north gateway to the station area and that the concept aims to provide diverse housing options — small‑lot single family, cottage homes, duplex/triplex/quadplex, townhomes and 3–4‑story walk‑up apartments — while integrating green space, trails and a linear park that would connect residents to the future station area and trail network.
Clayton Rackham (Clyde Capital) and staff said the plan intentionally places higher densities closer to the station area and taper densities northward, and noted an estimate of about $200,000 per year in new tax revenue if the proposed densities are realized. The team said they had coordinated on utilities and that 53 of the 99.6 acres were under the developer’s control with options for additional parcels.
Council questions focused on park size and distribution (parks and rec staff noted master‑plan standards would require more open space than initially shown), playability and programming of the linear park versus neighborhood nodes, safe pedestrian connections across/under I‑15 and 4th North, phased infrastructure and the potential for interim safe crossings until full interchange improvements materialize. Several councilmembers asked developers to work with staff on traffic studies and to explore phased trail and temporary crossing options with UDOT.
Dave (city staff) said the council will likely see the project again before a public hearing; no annexation action was taken tonight.
