Council approves Cold Springs Pipeline Rehab Phase II GMP, using federal grant and existing funds

Spanish Fork City Council approved a guaranteed maximum price (GMP) for Phase II of the Cold Springs Pipeline rehabilitation project on Jan. 20. Public works staff said the project replaces critical pipeline segments that convey water from springs down the canyon and noted a railroad permit had delayed work for roughly six to seven months and changed portions of the scope to open‑cut construction.
Staff presented an updated GMP just over $3,000,000 and told council the project benefits from a federal grant of approximately $2,000,000; the city had also purchased some pipe material earlier to meet grant timelines. Councilman Carden moved to approve the Phase II GMP; Councilman Took seconded. In roll call, Councilman Took, Councilman Oiler, Councilwoman Beck and Councilman Carden voted yes; the motion carried and the GMP was approved.
Staff said project adjustments for railroad proximity and flowable fill increased cost slightly but that procurement and construction would proceed now that the railroad permit is secured.
