MCPS updates facility condition assessments, long HVAC timelines and capital projects schedule

Unidentified facilities staff and Andrea Swiatoka, deputy chief of facility management, updated the Fiscal Management Committee on the Facility Condition Index (FCI), HVAC program timelines and capital-project milestones on June 26.
Facilities staff said the first phase covered roughly 52 buildings selected by age, work-order history and prior CIP planning; the contractor has completed site visits and provided raw data. "The goal is to calculate the current replacement value in facilities needs index," staff said. The team plans to publish updated results for those facilities this fall and complete the remainder of the district’s facilities by the end of 2026 to inform the FY27 CIP.
On HVAC, staff described the multi-stage process from selection to construction: projects are evaluated based on system age and work-order history; design typically takes about a year; long-lead equipment can take 35–40 weeks; and smaller elementary replacements can be done over a summer while middle- and high-school projects may span multiple years. Staff noted rental chillers, spot coolers and temporary equipment have been used in urgent cases and explained contractors are used to maintain emergency rental assets.
Andrea Swiatoka reviewed capital-project activity and feasibility studies: seven feasibility studies are underway with multiple community meetings, several summer openings are scheduled (Greencastle addition, Poolesville gym, Silver Spring International gym) and larger replacements (Lilac, Bertonsville, Northwood, Crown High School) are planned into 2026–2028. Board members requested better public tracking of scheduled vs. actual construction start dates to set realistic expectations about when work will be completed.
