GLOBE — In a series of consent and action items, the Gila County Board of Supervisors approved multiple contracts, contract amendments and procurement steps covering roads, weatherization services, corrections infrastructure and public safety equipment.
The board awarded the Gibson Ranch Road roadway improvement contract (Invitation for Bid 10012025) to Perkins for a bid plus a 10% owner’s contingency, totaling $1,462,184.25. Public Works described the roughly 2.5‑mile project as removal of existing pavement, subgrade repairs in places, new aggregate base material and a double chip seal with new striping and culvert cleaning; the contractor expected to start in April or May.
The board approved Amendment No. 4 to the weatherization materials and services contract with Advantage Home Performance Inc., extending the term through June 30, 2026 and increasing the contract amount to $8,800,000 to coincide with grant timing. Staff said they are preparing new RFPs to encourage more competition in the next fiscal year.
Supervisors authorized advertisement of an invitation for bids for law enforcement shotguns and accessories and approved an intergovernmental local border support agreement with the Arizona Department of Public Safety for $775,178.39, which includes salary support for a canine sergeant and two deputies, a canine/training academy allocation for the Payson Police Department and regional tactical team equipment and training.
The board approved Amendment No. 2 to the master services agreement with Emeritus Healthcare Staffing Inc. to add $35,000 for jail nursing coverage (new not‑to‑exceed $155,000) and approved a contract with APIC Solutions LLC to replace an aging jail access control board at a not‑to‑exceed $568,878.76 (funding to be split with the sheriff and JEP funds). Emergency management was authorized to contract with Strategic Edge Group LLC for up to $75,500 to revise the county Emergency Operations Plan, and the county accepted a $10,000 Hazardous Materials Emergency Preparedness grant from ADEQ to host the annual LEPC conference and exercise.
On the consent agenda, the board approved reassignment of subcontracting for vehicle wraps on 14 previously approved Ford vehicles (reducing the contract amount by $1,617.02 to $844,350.18) after a local vendor was damaged in flooding, and extended Motorola Spillman software support through 12/31/2026 for up to $148,606.70. All listed motions passed on unanimous voice votes.
What’s next: Staff will proceed with contract executions, begin procurement advertising for law enforcement shotguns, and return to the board with updates on project schedules and financing where applicable.
