Box Elder planning commissioners unanimously recommend City Council approve 2025 Comprehensive Plan update

The City of Box Elder Planning Commission voted unanimously to recommend that the City Council approve the 2025 Comprehensive Plan update following a staff presentation and brief public comment.
Planning and Zoning Director Harley Patton opened the public hearing and said the city dopted its prior plan in 2014 and has seen significant change since then. "When we looked at the 2014 plan, 83% of the goals in that plan were accomplished," Patton said, and he described a process that began in November 2021 and included a mid-process change of consultants to a firm with local community engagement experience. Patton said the update centers on five foundational themes: affordable housing; diverse economic vitality; community well-being and engagement; nature-integrated recreation; and sustainable infrastructure and development. Those themes were organized into six guiding principles, including economic prosperity and resilience and sustainable growth and development.
Patton told commissioners the update also rearranged an earlier land-use emphasis on design guidelines into "providing flexible zoning options to support creative residential and commercial development," saying design-guideline language was too ambiguous under state statute. He said the implementation chapter uses symbols tying goals to the guiding principles so readers can trace priorities through the document.
After the presentation and brief commissioner comments thanking staff for their work, Commissioner Broomfield moved that the commission recommend City Council approve the 2025 Comprehensive Plan update; Commissioner Alabine seconded. The commission then conducted a roll-call vote and recorded unanimous approval (Broomfield, Erwin, Alabine, Missal, Powery, Allie voting yes).
The recommendation now goes to the City Council for final consideration. Commissioners did not propose amendments at the meeting; public comment during the hearing was limited and did not raise objections to the plan itself. The commission chair closed the hearing after the presentation and public input.
