Box Elder — The Planning Commission recommended that the City Council approve a rezoning and forwarded a final plat for Alpha Omega Subdivision Phase 1C after staff said the proposal meets the city’s rezoning criteria.
Michelle, a city planner, told the commission the applicant seeks to reclassify 16 currently vacant lots from agricultural to General Residential 2 to accompany a related final plat. “Approval of this request recategorizes 16 lots that are currently vacant, from agricultural to General Residential 2,” Michelle said, summarizing the staff review against the four statutory criteria and the city’s comprehensive plan.
Commissioners discussed the application briefly. Michelle noted specific corrections to the plat the applicant must make: removal of Lot 6 of Block 6 (the removal was documented in a submitted letter of intent), correction of a plat document title to include Lot 5 of Block 6, inclusion of right‑of‑way dedications for roads off Alpha Avenue, clarification of shared private access distances, correction of a document number on plat note 7, and confirmation that the surveyor’s license is active when the plat is filed. She also said the proposed lots exceed the minimum lot size requirement of 7,000 square feet and meet the minimum frontage of 60 feet.
On a motion to recommend rezoning to the City Council (motion made and seconded on the record), the commission passed a recommendation that the council approve rezoning to General Residential 2. The commission then considered the final plat. Staff recommended approval of the final plat with two stipulations: correct the plat to meet City of Box Elder requirements and require surety bond acceptance by the city engineer or infrastructure acceptance before building permits are issued. A motion to forward the final plat with those stipulations passed by roll call.
The commission did not record any public testimony during the hearing. The next step for both items is consideration by the City Council, which must act on the rezoning ordinance (first and second readings) and the final plat per city procedure.
The plat package included a vicinity map, redlined plat documents and a redlined letter of intent documenting the Lot 6 removal. Staff noted that some revised plat documents were returned the day of the meeting and that the surveyor’s license expiration (March 31) must be active when the plat is recorded.
