Commissioners Approve $617,442 in Payments, Contract Changes and Put Three Levies on May Ballot

The Clermont County Board of Commissioners on Feb. 4 approved multiple financial and contracting items and referred three tax levies to the May 5, 2026 primary election.
The board approved a vendor-payment report authorizing warrants for a total of $617,442.24, as presented by the county auditor in the BCC approval invoice report dated Feb. 2, 2026. The motion to approve passed by roll call.
The board also authorized execution of a settlement agreement and release of claims involving a named individual (transcript: Scott Pendang) and approved amendment No. 9 to a multi-county juvenile detention contract that guarantees one bed to Adams County at a rate of $125 per diem (with $135 per diem for admissions in excess of the guaranteed bed) effective March 1, 2026 through Feb. 28, 2027.
Joel Gross, director of the water resources department, presented Change Order No. 1 to the BL Anderson contract for repair and rebuild of a mechanical bar screen — an increase of $17,992.99 for a total adjusted contract price of $198,895.97 — which the board approved.
Other approved items included acceptance of a sewer easement for the Lewis Road trunk sewer project in Miami Township and amendments to county personnel pay ranges (Appendix 4.09) adjusting pay ranges for OM&B and Human Resources director and assistant director positions. The board also approved a supplemental appropriation of $60,000 into Muni Court Probation Services related to a memorandum of understanding with Greater Cincinnati Behavioral Health.
The board read and adopted amended resolutions to place three levies on the May 5, 2026 ballot:
• A 0.75-mill continuous levy for county developmental disability programs (amended to use county auditor market value language required by recent state changes). One commissioner recorded a 'no' vote on the record for this item.
• A renewal plus increase levy for children’s services that combines a renewal of 0.80 mills and an increase of 0.20 mills (effective rates and statutory citations were read into the record). One commissioner recorded a 'no' vote on the record for this item.
• A 1.3-mill renewal levy for senior citizen services and facilities for five years, which the board approved by roll call.
The board indicated the changes to levy language reflect recent amendments to Ohio’s 5705-series of statutes and noted the deadline to submit ballot language to the secretary of state was later the same day. Votes on nonconsent items and levies were taken by roll call and recorded in the meeting minutes.
