The Hammond Planning Commission voted to adopt staff recommendations on CP26-02, the Jacob Square residential housing development program, and to forward the plan commission's written order and a proposed council resolution to the Common Council with a favorable recommendation.
City planning staff explained Jacob Square’s boundaries and said a recent statutory change allows creation of a TIF allocation area for residential properties. Staff reported an inventory of redevelopment commission- or city-owned vacant lots, an assessment of which lots meet minimum lot-size standards, and options to sell or reconfigure parcels to make them buildable. Staff said minimum R-1U lot size is 40 by 120 feet (4,800 square feet) and that variances for some historically narrower platted lots (for example, lots as narrow as 37 feet) are handled case-by-case by the Board of Zoning Appeals.
Commissioners asked for clarification on lot sizes and the variance process; staff said the planning commission has not changed the minimum lot-size standard and that the border zoning appeals process would handle variances. Following discussion, the commission adopted staff findings and forwarded the matter to the Common Council with a favorable recommendation by roll call (9-0).
