Planning commission backs expansion of North Hammond redevelopment area and West Point allocation for TIF

The Hammond Planning Commission voted to forward an amendment to Declaratory Resolution 2025-18 that would expand the North Hammond Redevelopment Area and designate an expansion of the West Point allocation area to allow the use of tax-increment financing (TIF) for redevelopment.
City planning staff explained the proposal would refine boundaries so the redevelopment area focuses on nonresidential parcels and undeveloped land south of the toll road and minimizes inclusion of residential properties. The staff presentation traced a complicated history of prior amendments and naming changes and said the expansion would allow the city to pursue redevelopment of several large undeveloped parcels and support organized redevelopment incentives.
Staff recommended four actions: determine conformity with the comprehensive plan, adopt the staff report as findings of fact, adopt Planning Commission resolution 2026-01, and determine that the report and resolution constitute the written order under IC 36-7-14-16a. The commission voted to approve staff recommendations and to forward the written order and proposed council resolution to the Common Council with a favorable recommendation by roll call (9-0). The matter will next go to the Common Council for final action.
