He said the department's initial tax asking was $3,515,143 and explained drivers of an increase, including a roughly 21% rise in health insurance (about $121,141) and salary/step increases, which together accounted for roughly $289,715 of the change.
Green said the department maintains a reserve fund that historically is replenished by vacant positions and one‑time grants; staff recommended using $1,000,000 from that reserve to reduce the tax asking to $2,515,143. Supervisors thanked the health staff for grant work that reduces taxpayer burden. The board moved to receive the budget with a reduction of $1,000,000 and approved the adjusted tax asking by voice vote (5–0).
Green noted the department employs 63 staff and emphasized the budget reflects personnel and benefits as primary cost drivers. He also said the department will continue work with the county to track reserve levels and expenditures.
