The Woodbury County Board of Supervisors voted to set a consultation and public hearing on Feb. 24, 2026 to consider amending the GROW Woodbury County urban renewal plan to add the land area for an interchange project. Ryan Erickson, board administration, said the amendment adds only the interchange property so the county may use tax increment financing (TIF) to pay construction costs; he emphasized existing agreements with Sioux City and Sergeant Bluff prevent adding additional districts beyond the agreed area.
The board also approved an engagement agreement with bond counsel Allers and Cooney for issuance of not‑to‑exceed $1,200,000 in general obligation capital loan notes (Series 2026A) to reimburse prior CIP expenditures, and approved resolutions fixing dates for future meetings to authorize loan agreements for three project categories: $640,000 (essential county projects including demolition and IT), $319,300 (courthouse building projects including elevator and EMS site work, categorized non‑essential), and $240,700 (Little Sioux Park Road). Erickson said the total borrowing is $1,200,000 and that projects had been presented and previously approved by the board; the borrowing will reimburse the general fund for prior expenditures.
All bond‑related items passed by unanimous voice vote. The public hearing date on the urban renewal amendment and the meeting dates to authorize loan agreements were fixed as part of the resolutions.
Next steps: bond counsel will prepare documents for the planned issuance; the board scheduled the public hearing and future meetings to authorize loan agreements per Iowa code requirements.
