The town manager presented a comprehensive revision to the employee manual and personnel policy, describing it as an update that clarifies who the policy covers, how benefits are governed and how appointments and employment are administered. “This is the employee manual,” the presenter stated while walking the board through proposed changes including a clarified scope for employees not covered by collective-bargaining agreements, updated anti-discrimination and whistleblower protections, and revised language on appointments and supervisory relationships.
Key proposed changes included: defining regular full-time and part-time status, setting the probationary period at six months, spelling out exempt versus nonexempt classifications and overtime pay rules (time-and-a-half after 40 hours), and consolidating guidance on conflicts of interest and public information releases through the town manager’s office. Board members emphasized clarity for employees about hours and benefits and asked staff and counsel to confirm legal and bargaining implications.
During discussion, one member recommended considering a later payroll-week start (Friday) to align with the town’s weekend economy and potential cost savings. Staff noted the proposed work-week and office-hours language (payroll period Monday 12:01 a.m.–Sunday midnight; town office hours Monday–Thursday 7 a.m.–5 p.m.) and said they would return with attorney review and implementation details.
