Planning Commission unanimously recommends rezoning of Packer parcel to Agricultural Low

The Centerville Planning Commission on Jan. 28 unanimously recommended that City Council rezone a parcel owned by Spencer Packer from Residential Low to Agricultural Low to permit an agricultural outbuilding.

Staff presented the request, saying the amendment is consistent with the city’s general plan and surrounding uses and that utilities are available; staff noted the commission was considering only the rezoning at this meeting. The subject parcel was identified on aerial maps as adjacent to another parcel owned by the applicant.

“An agricultural accessory building may be constructed prior to a main building on any water parcel located within agricultural zone, and that has a minimum acre of 1 half acre or larger,” staff referenced the code language during discussion (code cited in the record as CCC 12.31.040B2). Commissioners pressed staff about frontage and whether the proposal would perpetuate a landlocked parcel; staff said the parcels will need to be merged to meet frontage requirements when the applicant pursues building permits.

Applicant Spencer Packer told the commission he currently uses the land for pasture and horses and intends the outbuilding to store farm equipment and provide space to maintain animals. “I use the front pasture. I still need pasture,” Packer said, adding he plans to bring power and year-round water to the parcel from the street.

Chair called for a motion after public testimony; with a motion and second, commissioners voted aye and the Planning Commission’s recommendation passed unanimously. The commission’s recommendation will be forwarded to City Council for final action.

The commission record notes the parcel as Parcel 07-072-0115, described in the motion as approximately Thousand North 400 West; the motion included the standard four findings supporting the rezoning recommendation.
